Licensing Specialist - MICWA

Job Title: Licensing Specialist - part time - 24 hrs/wk
Department: MICWA - Southfield Office
Reports to: Family Services Supervisor
Classisfication: Exempt
Position Summary: Performs all duties relative to recruitment, orientation, licensing maintenances of foster care homes for the placement of children, in compliance with the State of Michigan Licensing Rules and Regulations.
Job Complexity: Provide foster home licensing, including licensing new homes, relative placements; annual and renewal studies, cultural studies and respite care. Conduct home visits for the completion of home studies.
Licensing Paperwork Completion: licensing reports, and multiple forms required by both MICWA and the State of Michigan, Licensing Rules and Regulations, must be completed within specific time frames.
Complaint Investigations: thoroughly investigate any MICWA licensed home where licensing rule(s), law or policy are allegedly in non-compliace.
Foster Home Recruitment: the recruitment of foster/adoptive homes. Develop and provide an orientation for persons interested in becoming licensed to provide foster care.
Foster Home Training and Orientation: provide training to foster parents in order to maintain compliance with state mandated training hours. Provide updated MICWA manual certification training to foster homes.
Attend Training as required.
Accountability: Will conduct in a professional and ethical manner at all times, in a manner consistent with Social Worker Code of Ethics. Required to maintain strict confidentiality of information. Must perform licensing duties in accordance with State of Michigan Licensing Rules and Regulations. Must be cultural sensitive.

Tribal Assistant Prosecutor

QUALIFICATIONS: Must be licensed as active member in good standing of the State of Michigan or site for and pass the Michigan Bar exam at the first opportunity.
DUTIES AND RESPONSIBILITIES: The Saginaw Chippewa Indian of Michigan seeks an attorney for a full time Position as Tribal Assiatant prosecutor concentrating on Domestic Violence issues on the 138,000 acre Isabella Reservation in Central Lower Michigan. The Assiatant Prosecutor will work under the direction of the Tribal Prosecutor, and closely with the Tribal Law Enforcement and Judicial offices in the Tribe's new state of the art Public Safety Building. The Public Safety Building houses the Tribal Court, Tribal Fire, Tribal Police, and Victims of Crime Programs. Sthe Saginaw Chippewa Indian Tribe is a progressive Indian Tribe with strong cultural and traditional ties. The tribe is involved in a a number of successful economic development services and programs for the reservation community of approximately 3,000 individuals, that includes SCIT Tribal members, members of the Tribal nations and descendents of Indian Nations.

Pursuant to the televant provision of the Tribal Code, the Assistant Prosecutor shall perform the following duties at direction of Tribal Prosecutor.

  1. Prosecute all Indian crimes occurring within the Tribe's territorial jurisdiction concentrating on the Domestic Violence Crimes and Assault Crimes against Indian women. Pursuant to the Tribal Code.
  2. Prosecute civil infractions of the Tribal Code and Tribal Domestic Violence Code.
  3. Represent the Tribe in child welfare matters directly relating to Domestic Violence cases in the Trial Court.
  4. Coordinate with the Saginaw Chippewa Indian Tribe-General Counsel in all matters involving tribal jurisdiction issues.
  5. Shall coordinate with the Tribal Probation Department as necessary in all criminal matters and status offenses.
  6. Shall act as Prosecutor office rpresentative on the Tribal Domestic Task Force and participate fully in development of ongoing services, programs and developing strategies.
  7. The Assistant Prosecutor shall represent the Tribe as Presenting Officer in matters before the Tribal Court under Title II of the Tribal Code and coordinate as closely as possible with the Department of Social Service and the Tribal Indian Welfare Committee.
  8. The Tribal Prosecutor may assign other duties that are resonably consistent with this position and may revise the description of duties as needed.

POSITION: RESEARCH ASSOCIATE

This entry-level position requires familiarity with applied economics and statistical analysis. The position also requires strong research and writing skills. These skills are necessary for data collection, analysis and publication of professional reports. Applicant should have either a bachelor's degree or comparable work experience. Experience with Microsoft Access, Excel, Word and Internet Explorer 4 is preferable. Candidate must have good organizational skills and be able to handle several projects at one time. Candidate must also perform duties as requested. Familiarity with Native American housing issues and various web browsers is a plus. Native Americans are especially encouraged to apply.

Job Internships

Minority International Research Training Program

INTRODUCTION
The Minority International Research Training (MIRT) grants were established by the Fogarty International Center (FIC) and the center of Research on Minority Health (ORMH) at the National Institutes of Health (NIH)
in 1992. MIRT grants are given to American colleges and universities to enable them to set up international biomedical and behavioral research training programs for minorities underrepresented in these fields. Eligible minorities for this grant are African Americans, Hispanic Americans, Native Americans, or Pacific Islanders (Guam; American Samoa; Northern Marianas; Palau; Micronesia; Melanesia; Phillipines). MIRT scholars (students and faculty) must be American citizens or permanent U.S. residents.
A MIRT grant was awarded by FIC/NIH to the Institute of International Health (IIH) at Michigan State University (MSU) in 1994, and was competively renewed in 1999 for a second four-year training cycle. The MSU MIRT program is directed by Dr. Michael Kron. Through this grant, IIH offers opportunities to minority students, students interested in health disparities, and faculty mentors to participate in biomedical research at collaborating academic institutions around the world. To date, 156 IIH-MIRT scholars (137 students, 19 faculty) have conducted research at 19 institutions in 13 countries abroad.

PROGRAM GOALS

The innovative MIRT program provides international research training to encourage underrepresented minority students to pursue academic biomedical reserach careers; to broaden minority reserach efforts and scientific training encompassing international health problems; to stimulate research related to health problems that disproportionately affect underserved groups in the U.S. and/or in developing countries; to encourage minority scientists to participate in international collaborative relationships and to work effectively in the rapidly evolving global scientific environment.

PROGRAM DESCRIPTION
Currently, the MIRT grant allows IIH to support minority students and faculty mentors in the biomedical sciences to travel abroad and conduct collaborative research at any one of the 7 overseas training institutions (OTIs) with which IIH has established a MIRT linkage. Also, MSU faculty, invilved in research fields similar to those of the overseas institutions, may act as mentor/liaison scientists on the MSU campus for MIRT scholars posted at that OTI. Moreover, MIRT mentors from the OTIs may come to MSU for collaborative research with MSU counterpart faculty.

OVERSEAS TRAINING INSTITUTIONS (OTIs)

Presently, IIH is collaborating with 7 OTIs around the world. At each OTI, there is a host faculty member whose laboratory/department is offering training opportunities in research being conducted there, and who acts as mentor for the MIRT scholars posted at his/her laboratory/department. Faculty at the OTIs are fluent in English; thus expertise in the language of the host country, albeit desirable, is not an absolute requirement of the MIRT scholars.

Students and faculty mentors may be supported for up to three months to conduct research at an OTI.

STUDENTS The MIRT Program is open to:
Undergraduate (pre-baccalaureate) students, who have junior status in a major related to biomedical sciences, and have a minimum GPA of 3.0 (FIC suggests reserving 75% of the awards for undergrads).
Graduate students, M.S.;Ph.D. who have passed their candidacy examinations and whose intended MIRT research abroad may be part of their proposed doctoral research.
Medical students, who can shoe evidence of commitment to pursuing a career in research, and can submit a research proposal involving original data collection (not routine clinical or laboratory work) at one of the OTIs above.
The positions being offered are competitive and students who have a strong academic background and an interest in biomedical research are encouraged to apply.
Successful applicants will be required to take a bioethics course (400 series, 1 credit) at MSU, or other campuses.

FACULTY
MSU faculty can be supported by the Program to participate in collaborative research at an OTI and mentor MIRT students there.

FINANCIAL SUPPORT
Financial support is provided for MIRT scholars only while they are abroad or in transit to/from the foreign site. It does not include support for any time spent on the project in the United States. Unauthorized Travel during your MIRT assignment is prohibited.

APPLICATION PROCESS
The selection process for this program is competitive. Potential participants will be asked to fill out an application supplying biographical and academic data, submit a research proposal (graduate & medical students) and to provide transcripts and recommendation letters. Application packages are available at the IIH. Submission deadline is in December each year. Successful applicants are notified in January.
