Winchester
Fund
Deadline: None, this is a 90-180 day short term loan
The John R. Winchester Memorial Scholarship Fund was established in
1973 after the death of a very generous man dedicated to the needs of
American Indian students in higher education. John R. Winchester was
employed by Michigan State University as Coordinator in the North American
Indian Affairs Office in the Center for Urban Affairs. He spent a great
deal of his career encouraging Indian students to take advantage of
higher education opportunities. Mr. Winchester recruited Indian students
from Michigan as well as other states. Once at MSU he acted as their
advisor, tutor, and friend. He was also concerned with the financial
needs of the Indian students. It was said that whenever he lectured
on behalf of North American Indians, he would donate his speaking fee
to the North American Indian Association Scholarship Fund. The proceeds
from the Native American Indian Student Organization Pow Wow goes to
the John R. Winchester Memorial Scholarship/Loan Fund. With the help
of previous Pow Wows and several departments at MSU, the fund is presently
large enough to serve for short-term loans. NAISO hopes to increase
the size of the fund so that it may also serve as a source for scholarship
moneys for needy Native American students at MSU. NAISO thanks everyone
who has contributed any way to make their Pow Wow a success and for
contributing to Mr. Wichester's dream.

Indian Tuition Waiver Program
Deadline: Please have all paper work done prior to the start
of the term.
Program: The tuition waiver is Michigan Public Act 505, which
provides free tuition for North American Indians in public postsecondary
schools in Michigan.
Eligibility: A student must be normally admissible, must be one-quarter
quantum blood North American Indian as verified by the Inter-Tribal
Council of Michigan and must have been a legal resident of the State
of Michigan for not less than 12 consecutive months.

Action Graduate Financial Assistance Program
Eligiblity:The Affirmative action plan for graduate and graduate
professional students at MSU provides financial support to underrepresented
students. There are three main categories of financial support. 1.)
departmental/school/college teaching and research assistantships 2.)
fellowships and scholarships 3.) funds administered by the Affirmative
Action Graduate Financial Assistance Program are targeted for women
and minorities. The specially targeted funds include the Equal Opportunity

Eligibility: The KCP Initiative consists of an eight-component

Indian Graduate Center Scholarships
Eligiblity: The American Indian Graduate Center program offers
scholarship grants to American Indian college graduates who want to
continue their education at masters, doctorate, or professional degree
level. These grants may be used to attend any accredited graduate or

Higher Education Grant Program
Eligibility: The Higher Education Grant Program provides supplemental
grants to eligible Indian students seeking an undergraduate degree.
Students must apply and gain admission to an accredited college or university
and demonstrate financial need as determined by the financial aid officer
of the intended institution.
- Must be a member of or
at least one-quarter degree Indian blood descendent of a member of
an American Indian tribe, which is eligible for the special programs
and services provided by the United States because of their status
as Indians.
- Must be accepted for admission
to a nationally accredited institution of higher education, which
provides a course of study conferring the Associative of Arts or Bachelor's
degree.
- Must demonstrate financial
need as determined by the financial aid officer of the institution
of higher learning.

Higher Education Grant Program
Eligibility: The Special Higher Education Program provides funds
to eligible Indian students to provide a graduate degree.
The program provides fellowships to those who:
- Is an enrolled member
of a federally recognized Indian/Alaska Native tribe in the United
States.
- Pursue a Masters or Doctorate
program full time.
- Be enrolled in an accredited
graduate school in the United States.

Education Program
The Adult Education Program provides assistance to eligible Indian adults
to acquire the basic educational skills necessary for literate functioning,
to enable them to benefit from job training, and to continue their education
to at least the level of completion of secondary school or equivalent
certification.

The increasing diversity of our society reminds us that all of America's
citizens must have access to opportunity for higher education if our
nation is to sustain and advance itself as a global, competitive democracy
in the new millennium. The future of aour nation's economy, democracy,
and quality of life is dependent upon the preparation of a diverse
cadre of leaders who will help build a stronger society. These potential
leaders, especially those drawn from groups that traditionally and
historically been denied access to higher education, must receive
the support to travel the pathway to the opportunity of attending
and completing a college education.
The Gates
Millennium Scholars
The Gates Millennium
Scholars (GMS), funded by a grant from the Bill & Melinda Gates
Foundation, was established in 1999 to provide outstanding African
American, American
Indian/Alaska Natives, Asian Pacific Islander Americans, and Hispanic
American students with an opportunity to complete an undergraduate
college education, in all discipline areas and a graduate education
for those students pursuing studies in mathematics, science, engineering,
education, or library science. The goals of GMS is to promote academic
excellence and to provide an opportunity for thousands of outstanding
students with significant financial need to reach their fullest potential.
The Bill & Melinda Gates Foundation established the initiative
to encourage to encourage and complete college and continue on to
earn masters and doctoral degrees in disciplines in which their ethnic
and racial groups are currently underrepresented. The Gates Millennium
Scholars award will enable young Americans to attend undergraduate
and graduate intstitutions of their choice and be prepared to assume
important roles as leaders in their professions and in their communities.
In addition to increasing access to higher education for individuals
from groups that have been traditionally denied or discouraged from
pursuing this path, GMS also provides opportunities for scholars to
prepare for leadership roles in their profession and in their communities.
Scholar's academic and leadership skills are developed through participation
in a comprehensive leadership development program. In the 2002-2003
academic year, degree-seeking students entering a college or university
as a freshman, on a full-time basis who meet the GMS selection criteria
will be considered for scholarships. The United Negro College Fund
(UNCF) is the administrator of the GMS initiative. To reach, coordinate,
and support the constituent groups, UNCF has subcontracted with the
American Indian Graduate Center Scholars, the Hispanic Scholarship
Fund and the organization of Chinese Americans to assist in implementing
the initiative.
Eligibility
An individual is eligible to be nominated as Gates Millennium Scholars
if he or she: is African American, American Indian/Alaska Native,
Asian Pacific Islander American or Hispanic American; is a citizen
or legal permanent residents or national of the United States; has
attained a cumulative GPA of 3.30 on a 4.0 scale; will enter an accredited
college or university as full-time, degree-seeking freshmen in the
fall of 2002; has a significant financial need (i.e., meet the federal
Pell Grant eligibility criteria); and has demonstrated leadership
abilities through participation in community service, extracurricular,
or other activities. Individuals nominated for a Gates Millennium
scholarship must be eligible for a federal Pell Grant. Nominees who
meet all of the eligibility requirements and who are selected as GMS
candidates must have a Federal Pell Grant as part of their financial
aie package for the 2002-2003 academic year in order to be confirmed
as a Scholar. Eligibility for federal Pell Grants can only be determined
through the submission of a Free Application for Federal Student Aid
(FAFSA). Nominees, therefore, are urged to file a 2002-2003 FAFSA
at the earliest opportunity. Federal Pell Grants typically are awarded
to the families demonstrating the greatest need. Eligibility for a
federal Pell Grant is a function of many factors, including dependency
status, family income, family size and the number of students in the
family. To determine if a student is likely to be eligible, the student
and his or her parent or independent student should consult with the
student's high school counselor or the financial aid officer at the
college or university he or she plans to attend. The student and/or
family also can refer to the GMS web-site and the section of this
nomination packet called 'Estimating Pell Grant Eligibility' both
provide information about conducting a preliminary assessment of a
student's eligibility for federal Pell Grant.
Nomination
Process
Principals, teachers, guidance counselors, tribal higher education
representatives, and other professional educators are invited to nominate
students with outstanding academic qualifications, particularly those
likely to succeed in fields of mathematics, science, engineering,
education, or library science. Students who are nominated also should
have strong leadership potential and a demonstrated commitment to
community service. Nominators must be sufficiently familiar with the
students academic performance to respond to questions concerning academic
achievement. Nominators should carefully review GMS eligibility requirements
and nominate only those students who are eligible. Nominators must
act in their personal capacity. Institutional nominations will not
be accepted. A nominator must not be a relative of the student. Students
are required to provide a completed Nominee Personal Information Form.
Nominators are encouraged to assist students with this step. Please
note that students are allowed to submit a Nominee Personal Information
Form on their own and may secure a nominator afterwards. Only those
students for whom all materials have been received postmarked by or
submitted online by February 1, 2002 will be considered for
a scholarship. A Recommender form is also required for a complete
package. Recommenders can be a supervisor at work, a community group
leader, or any other adult who is familiar with the nominee's community
service and leadership activities. A recommender must act in their
personal capacity.
Forms to
Submit
The nomination must be supported by submission of the following forms,
all of which are included in this GMS Nomination Booklet:
Nominee Personal Information Form (to be submitted by the student);
Nominator Form; and Recommender Form. In addition to these three forms,
American Indian/Alaska Native nominees must submit proof of tribal
enrollment or certificate of decent. Omission of any of the required
documents will render the nomination incomplete.
Gates Millennium
Scholars Awards
Individuals selected as Gates Millennium Scholars will receive funds
in an amount to be allocated by GMS on the basis of financial need.
The award will be based on the cost of tuition, fees, books, and living
expenses for the 2002-2003 academic year, as well as the availability
of grants and other scholarships reported on the financial aid award
letter. Gates Millennium Scholarship awards will be offered to 2002-2003
Scholars who qualify in succeeding years of full-time undergraduate
study as well as graduate study in mathematics, science, engineering,
education, and library science.
Notification
of Awards
Eligible individuals who have submitted complete nomination packages
by the February 1, 2002 deadline will be considered for scholarships.
Competition for scholarship awards is expected to be substantial.
Therefore, nominees, nominators, and recommenders should make every
effort to provide a complete picture of each nominee's qualifications.
Nominees who emerge from the selection process as candidates for a
scholarship will be asked to submit their official transcripts, college/university
admission letters, and financial aid package award letters. If these
materials are in order and confirm eligibility, the candidates will
be named Scholars and will be notified of the amount of the award.

Most of the tribal financial
assistance opportunities are available to bona fide tribal members.
Students interested in obtaining specific information relative to tribal
opportunities should contact their tribal group at the earliest possible
date. Tribal financial opportunities range from near full financial
support to college-related costs to funds for clothing and incidentals.
